to make a star all you need is to take your Brush tool and click once to create a small spec of white (or other bright color) light. If you wanted this star to shine I recommend starting with an Outer Glow. This will give you a softer glow than you would get from using a Lens Flare. I am trying to steer you away from using the Lens Flare to make a star field (unless you are singling one star out among a mass of others). If you do go this route and use a Lens Flare I urge you not to alter it too much because its appearance is made to look realistic as it is so tweaking it will probably not look as good as its default.
